Up until a few weeks ago everything was fine. Sometime after a windows
update my Windows XP firewall stopped allowing me to upload via Filezilla.
It is still listed in the exceptions, I added port 21 to the exceptions, but
the only way I can now upload is disabling the firewall.

What is the fix?

AFAIK, there is no fix. A hacker or port scan could hit you right at
port 21 where you would be vulnerable. You do not want your computer to
become a zombie computer now do you.

Go to www.zonelabs.com and get ZoneAlarm, a real firewall. There's a free
version, as well as a "pro" version. The free one might be enough for you,
since it's already far better than the joke that comes with Windows. But,
check the features to be sure.
