With the firewall enabled, new messages do not show up in the inbox until you
click on another folder, then they appear.
Are there firewall settings you can change to fix this?

I'm assuming you're connecting to Exchange. When Outlook starts, it sets up
a listener on the workstation and registers this listener with the Exchange
server. The Exchange server associates the workstation's IP address and
port with the mailboxes that are open on that machine and sends new mail
notifications to the workstation.

This is what's getting blocked by the firewall. You need to create an
exception in the firewall for the outlook.exe file.

Assuming you're using Windows XP Service Pack 2:

Start | Control Panel | Windows Firewall | Exceptions

You may find Outlook already listed, but if not, click "add program" and
point it at the executable. Also, ensure that you have not ticked the
"don't allow exceptions" check box on the general tab.

If you're in a domain environment, this can be configured automatically with
Group Policy.

Hope this helps

Oli
