Click Start, Control Panel then the "Date, Time, Language and Regional
Settings", then "Change the format of numbers, dates and times". Then click
on customize and then time, I think from here you'll be able to figure it
out.

Control Panel - Regional and Language Options, click Customise and on
the Time page select or type in an appropriate format (probably HH:mm:ss
- guidance on the page). You will probably want to select the AM and PM
as blank
