XP C:\windows C:\prog files Network access problem

On a network of about 17 machines, roughly 1/2 of them
allow access to the C:\windows and C:\program files
directories and their subdirectories from the other
networked computers. The other 1/2 do not allow me access
and give an error when I try to access from another
system. Is there a Security Policy that needs to be set on
the machines that do not allow access? I need to be able
to share programs and this error is keeping me from
accessing the Program files directory.
I didnt install anything differently on the machines that
I know of. Can someone please help? Please reply to my
email if possible. Thanks in advance for your help!

Check the share and folder permissions. And if the remote machine is
running XP or Server 2003, the account you use to connect must have a
password or remote access will be blocked.

If these machines are not in a domain you'll need to connect to them as a
local user on those machines with proper share and file permissions.
