XP/2003 search "word or phrase in the file" doesn't work

I have tried the fix on
http://support.microsoft.com/default.aspx?scid=kb;en-us;309173

by adding the registry entry:
FilterFilesWithUnknownExtensions value = 0x1

HKEY_Local_Machine\System\CurrentControlSet\Control\ContentIndex

The search still does not search through files like .ASP. I've also tried
changing the preferences on the Indexing services, and the entry for the old
search
(HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\CabinetState - "Use
Search Asst" = no).

I'd rather not install 3rd party apps like agent ransack, as many people
suggest -- I work at many customer computers and adding 3rd party software
is not always an option.

I also don't want to have to enter a persistent file type for each file type
I need to search -- on each computer I need to search from.

Are there any other tweaks I can make so the Search just works like it did
in 2000 Pro?

I failed to mention in the original post that I am running the
Start-->Search-->Files and Folders. I have turned off the fluffy defaults
that hinder most searches, and I am specifying text in the "A word or phrase
in the file:" option.

With the KB309173 change, do I have to be running the Indexing Service? The
article makes no mention of it, and running the Indexing service on a
production web server takes too much CPU time. And what about searching
network files?

I am looking specifically in .ASP files, but I have other file types I need
to search as well, including .ASP files that I rename for safekeeping.

This is on an XP Pro box with SP2, but I've also tried the changes on a 2003
Server and XP Pro running SP1.

There must be a simple setting to make it function like it did in 2000,
without having to add a persistent handler for EVERY file extension that I
might possibly search through -- and then have to do that on every computer
I need to search from.
