XLS files open in browser instead of Excel

Does anyone know of a way to prevent IE from opening an
XLS file itself and instead have it fire up Excel when I
click on an XLS file link?

One machine I use does it that way but the others open
the file directly in the browser window, but with no tool
bars, etc. That makes it very hard to use.
