XAML and C#?

I've heard that Microsoft has decided to seperate XAML/WinFX from
Longhorn and make it available before Longhorns release. If this is
true, does anyone know what the timeframe is for Microsoft to make
XAML related tools (runtime and editors) available to developers?

I heard the only way to work with XAML with C# today is to install the
Longhorn.NET SDK. Does anyone know if this SDK available for public
download?

They are separating it so that it will be available for Windows XP/2K3
but, AFIK, the release is not scheduled until the release of Longhorn.
