Both versions will do nothing without application software. Which OS is
better will depend on what you will be doing with it (such as which
applications you will be running). Without knowing that, no one can say
which will be better.
There is no significant advantage to running a 64-bit OS over a 32-bit OS
unless you need 64-bit software support or need to support more than 4gb of
memory.
