WXP SP1a CD Installation failure

Trying to update to SP1a via MS CD. Continually get the
following error after extracting, EULA, and install start:

"Setup could not verify the integrity of the file
Update.inf. Make sure the cryptographic service is
running on this computer."

I have checked that this service is running by executing
the NET START command from the command line. It is
running. I have verified that all anti-virus is NOT
running.

Help?
