Wuser32.exe error message

Was wondering if anyone can tell me what the following
error message stands for, and what can be done to fix it.

Wuser32.exe - Instruction at "0x00000000" referenced
memory at "0x00000000". The memory could not be "read".

Any help would be greatly appreciated.

Where is this file and looking at its Properties who holds the copyright? It doesn't look legitimate to me.
