Who should use WSUS to keep PC's updated, a network engineer or an
Administrator who is involved with PC support?

Yes. It's great for small to medium size networks. Not suitable for most
individual PC users.
 
YES??? Yes to what? I didn't ask a yes or no question or if it was suitible
for individual PC users, don't waste my time.
