ws2_32.dll error on Microsoft Passport page, Norton Util, others

When I go to the Microsoft Passport login page IE 6 crashes with an error
message saying explorer must shut down with these details "application
explorer.exe, version 6.0.2900.2180, faulting module ws2_32.dll, version
5.1.2600.2180, fault address 0x000061f8." The desktop icons and taskbar
disappear and reappear. This error appeared two days after McAfee Virus scan
updated to version ten. I had powered down my system and unplugged it for a
storm. When I powered back up the system had lost my sound card and I
started getting the error message. I also get an error with the same details
when I try to run Norton Systemworks 2003. I also can not complete the
download and install from the Quicktime page. I have tried it with and
without popup blocking, same result a ws2_32.dll error. McAfee tech support
told me that ws2_32.dll errors were not their problem. The error is
consistant and can be reproduced at will. I have to use my University
computer lab to post messages.

I fixed the sound card problem by uninstalling some of WinXP's hidden audio
devices and then rebooting so that they reinstalled.

I am running Win XP Pro retail with SP2 installed on an Athalon 2100 chip
with 1GB ram. No overclocking. I connect to the internet by Bellsouth DSL
via a Westell modem by ethernet to the computer. I have McAfee Virus scan and
Firewall running. I have the Google tool bar on IE 6. The Norton error
occurs without the browser open. Windows diagnostics say my internet
connection is fine.

I have run netsh winsock reset and WinSockFix XP but that has not
corrected the problem. Netsh did allow the system to reconnect to the modem
when the modem was reset without rebooting. I uninstalled and reinstalled
all McAfee programs, got the error trying to install the McAfee programs from
their site. I turned off the popup blocker and was able to download and
install. The error occured without McAfee programs present. I ran Adaware
in safe mode to check for malware, none found. Scanned for viruses with
McAfee ver 10, no viruses. I have used both scanners regularly to keep my
system clean. I empty the internet cache at the end of each day. I used
CCleaner the two weeks before the problem appeared to remove undeletable IE
History entries. I have tried allowing popups on the Microsoft Passport
login page but the error happens anyway. I ran sfc /scannow to check on and
fix the DLL's. When the system was rebooted at the end of sfc I got a black
screen after the WinXP loading screen. I had to resart with last known good
configuration to get to the login screen. I checked the properties of
ws2_32.dll and the creation date had been changed to the current day by sfc.
The problem continued though.

I tracked down the error message details in the Dr. Watson log. I have
abbreviated the entries to the top of the data and the function dump with the
fault call and placed them at the bottom of this message. The function
listed above the fault is always WS2_32!recv. The fault line is
FAULT ->71ab61f8 e670 out 70,al .
I don't know what it means but in one error message it lists the
application as Explorer.EXE and another as explorer.exe.

The actual Norton Utility programs will run if I do not click on the
report error window buttons. The Norton software is registered with Norton.

What is wrong? How do I fix it?
