The below message is what I received

"According to our records, the number of times you can activate Windows with

this product key has been exceeded..." Msg #: 45092

Unfortunately, that particular message is somewhat misleading. As
there is no sound technical reason for the average user (or anyone else,
for that matter) to format and reinstall the OS frequently (more than
once every 120 days), the dialog box was designed with the presumption
that multiple installations are being performed. It would be nice of
Microsoft would clarify the message a bit more.

Working on a clients sytem I needed to Activate the system after a fresh format and re-install.It did not go. I got the following reply after an online inquiry.

I did activate it by telephone in any case but I called after to clear up this message that I received which also did not make sense to me.
The explination was the following
Activating the OS with the same key over a period of certain amount of days(they could not tell me the amount of days but the amount being 10) will automatically make that key not workable. The reason being as was said is that the key becomes suspect to a theft or to a pirated key. Phone activation with proof will generate a brand new key for the legal owner of the OS.

But you were able to activate. And I don't think a Product Key would
actually be disabled, but rather simply flagged to require telephone
activation in lieu of automatic Internet activation. This is the way
the program was designed to work, from the very beginning.
