Writing to CDs on Windows XP

I dont seem to able to have the option to copy a file to the CD drive, I have
windows xp and am using windows media, does anyone know why this is ??

Windows XP has no ability to write to a CD as if it were a giant floppy. You
can only write to it using the Windows
CD-burning program. Third-party software (called packet-writing software) is
required for this capability.
 
Open Windows XP's "Help and Support Center"
and perform a search for CD RECORDING.
The helpful topics and instructions will magically appear.
