Writing Encrypted data to a XML file in VB.NET

I have written a application configuration ocx that sets and gets the
application settings which uses appconfig xml file. im facing problems
in writing encrypted data in to this file. it gives an error saying
Invalid Surrorate key. How can i overcome this sitiation.
