WPA is it harware or software dependent?

My PC running XP home edition does not show the WPA option when setting up wireless networking. Only WEP is an option.

Is this caused by the network adapter not supporting WPA or XP needs a patch of some sort?

Depends. Some Wireless hardware vendors provide a firmware update for
some of thier products to allow you to use WPA. With other,s You'll ned
to get new hardware.
