wowdeb.exe - what ?

What does this do ? - in system32

Also , is there a list of programs such as this and "winver" for example
together with a short description ?

Start/Run/type: winver /OK Shows what version of Windows you have.
wowdeb.exe = Windows Win16 Debugging Helper.

Hint: Right click/Properties/look around. That is where I copied and pasted:
"Windows Win16 Debugging Helper" from.

I had winver but it was the name wowdeb - sounded like a joke !
