Working offline

I using Outlook 2003 on a notebook and connect to Exchnage 2000 server when
at work. Cache mode is disbaled and I want to enable Work offline option
under files-->Work offline in Outlook. However Work Offline does not
appear as an option that I can select. It is not there at all. Am I missing
something? Any ideas please?
