How do i specify that outlook prompt me at startup whether i want to work
offline or i want to go online now?

No need to post more than once.

For Outlook 2002/2003 connecting to an Exchange server, certainly. It's on
the More Settings dialogue of the Exchange account properties. In Outlook
other Outlook versions connecting to an Exchange server, there's a setting
as well, and while I recall seeing it, I don't recall exactly where. It is
in the account properties pages, though.

For dial-up, I don't know if such an option exists.
