WordArt is not flexible to move up or down.

When using WordArt, the old Word 2000 allows you to move the word up or down
and sideways. The new Word 2003 does not allow you to move the WordArt around
very easly.

If the WordArt you have created is in the wrong place, the image can be
easily moved.

Select the WordArt

From the WordArt toolbar, click Text Wrapping > in front of text.

Place your pointer over a letter of your WordArt.

When the pointer turns into a four-directional arrow, click an drag the
WordArt to the desired location.

Release the mouse.
 
As an addendum to Carol's reply, if you prefer 'floating' graphics more often
than not, go to Tools>Options>Edit and in the Insert/Paste Pictures As list
choose a wrapping style rather than In Line with text.
