WordArt around a photo?

How do I put WordArt in a circle around a photo?

I would use a graphics program to do something like that. But that's just

Assuming your photo is In Line With Text, insert a WordArt object using the
desired font, selecting the complete circle as the WordArt shape (for this
one you type all the text in a single line). Then set the wrapping on the
WordArt to In Front of Text. You'll need to fiddle with the size of the
shape, size of the font, etc., to get it just right, but it can be done.

This is for Publisher but the WordArt is the same in Word.
