Several toolbars exist but I guess you mean the Standard and Formatting
toolbars. If that is correct, check the following:
If you right-click in the toolbar area, are both the Standard and Formatting
toolbars checked in the list of toolbars? If not, click the one that is
currently not visible.
If both toolbars were already shown, select Tools > Customize > Options tab
and make sure the "Show Standard and Formatting toolbars on two rows" is
still checked. The checkmark is removed if you by incident move the toolbars
to the same row.
If that does not help, try to deselect the visible toolbars one by one (from
the toolbars list) and keep an eye in the toolbar area to see where something
changes. This should help you find the missing one again. Move it to the
desired place when found.
