When I click the Protect Document button from the Developer ribbon and select
Restrict Formatting and Editing, the pane shows but all the options are
grayed out. How can I make these options available again?

In word 2010, I was going frantic on this issue and manage to resolve it after the option here could not resolve the issue.
§ -Go To The Review Pane In The Ribbon,
§ -Click On Restrict Editing
§ -Select Stop Protection At The Lower Pop-Up Pane
§ -Uncheck “limit formatting to a selection of style”
§ -Close the “Restrict Formatting and Editing Pane
§ -Viola, you now have full access to your document.
