Word 2003 ruler and Para formats show characters not inches

Have just upgraded to 2003 from Office 2000. Even though I change to inches from Tools, Options, the rulers seem to be showing characters. Also paragraph formatting ie indents etc are in characters not points
How can I change this or is it a bug?
