Word 2002 W/SP3. Unable to display Recently Used File List.

The Tools - Options - General, Recently Used Files List is greyed out. I
would like to use this option. How do I get it to turn on?
 
If TweakUI is installed on your computer, it might be set to suppress the
list of recently used files.
