Word 2000 Save Form Changes

I created a .dot Form and made it available as a .doc for people to fill out.
When I try to make changes to the .dot, I unlock, make changes, lock and
save. But the changes don't stick. I am able to save the file, but when I
open it back up again, the changes are not there.
What am I doing wrong?

If you make changes to the template, they will not be reflected in existing
documents made from the template - only new ones.
