Whenever I use those two programs either in English/US and or in
French/France, the spelling or the grammar is performing very poorly. It does
recognize intentioned mistakes I made to check the validity of the work it is
suppose to do even when I mistype and does not understand really the meaning
of the sentence and its subtlety. How can we enhance and drastically improve
this program.
Moreover, is there a fix?

Make sure you have the correct language applied to the text and that "Do not
check spelling or grammar" is not checked in the Tools | Language | Set
Language dialog.

The "Do not check spelling or grammar", as always been unchecked!
As for the correct language applied to the text: no mistake on this part!

You have confirmed that these settings are correct for *selected text*? I'm
not talking about the default settings but the settings actually in effect
for the text you say is not being spell-checked.

Exact.
You are confusing me.
Whenever I'm writing a text on Word or in Outlook, in English or French, the
program does recognize automatically the type of language I'm typing.
If you are not talking about the "Default settings" but instead "the
settings actually in effect for the text": you are losing me.
If I need to change or modify my set up let me know to make sure that the
spelling and the grammar will work properly. Thanks.

Sometimes text that is pasted into a document from another document or the
Web will bring its own language setting with it. If you are having problems
in a specific document, Ctrl+A to select the entire document and make sure
that the language settings are correct. If you're using more than one
language in a document and have Word set to detect the language
automatically, all bets are off, as language auto detection is very
unreliable. Unless you disable this feature and apply language formatting to
text directly, you can't be sure that it is correct. You can apply a
language format to specific text as part of a paragraph or character style.

Let me try to apply few of your advices. It's true, sometime, when I writing
in English, I will insert from time to time a phrase or a couple of French
words and vice a versa...
That may confuse the recognition of those two aromatic language systems.
If I encounter some more difficulties, I will get back to you.
