won't give back bandwidth

When I download files using IE 6 sp1 on a dialup connection, the transfer
rate drops on each file downloading as the bandwidth is shared among them.
That is of course what is supposed to happen. However, when one these files
completes downloading, the bandwidth is not returned to IE to finish
downloading the remaining files. So instead of the transfer rate leaping
back up to 5 ot 6 kbps, it remains at 2 to 3. Is this normal behavior? Is
there a way to get the bandwidth back to speed up the remaining files?

Correction ... that's IE 6 service pack 2.

That is normal with dialup. You are lucky to get 6.
