Won't allow computer to join domain - TCP/IP not installed

Gateway laptop won't allow domain admin to add box to domain. Receive an error -'TCP/IP not installed' - ping is successful to its static IP.
Weirdness is TCP/IP is core component of XP and won't even allow an uninstall

Any suggestions?
 
Is the laptop running XP Home or XP Pro?
