WinXP SP2 and dvd-rom

I have winxp home edition sp2 and I started having trouble with my cd-rom not
reading game disk's so I figured it was going bad so I bought a dvd reader
and installed it, the problem is it's doing the same thing.
I have tried everything I know to correct this problem but have come to a
standstill.
Anybody have any ideas?

Does it work in safe mode?
If you have a bootable CD - does it read at startup?
You have removed and let it re-add in Device Manager?
Does it read ANYTHING - is it only specific CDs it has trouble with?
Did you replace the cable when you replace the drive?
 
Should be 4 signed MS drivers for the optical device, in the properties
window in device manager, drivers tab, details button, do you see any
unsigned drivers..? If so what are they..?
Also, in the BIOS make sure the device is seen and set to auto select..
If you use Damon tools or have it installed, uninstall it..
If you see unsigned drivers, run the fix..

Is this drive the only drive on the IDE cable? If it is not, then what
is the other drive on the IDE cable?
