Win 2003 Server

My new job is in a small office where 14 PC's are linked to
a server which is running Windows XP Pro. The company
want to add in more PC's in future, and also feel the current
LAN is slow.

Should the server be upgraded to Windows Server 2000 or 2003,
especially as there are already more than 10 PC's on the exisiting
network, which, as I understand it, is the maximum that Win XP
as a server can handle?
