Winxp machine hangs when shutting down or restarting

I was wondering if anyone has come across this problem.
The computer is running Winxp Sp1 and is fully up to
date. When I go to shutdown or restart the computer it
hangs, to be a little more descriptive it hangs at the
blue screen. By that I mean it completes the "saving your
settings" and "windows is shutting down" then after that
when there is just the blue screen it hangs there.

Nothing has recently been installed on the computer to
change the way it runs, and I cant find any information
on this particular problem.

I thought it might be a USB issue but when I followed
some instructions on how to solve that problem. The
problem still occurred so I am at a loss.
