WinWP HOme will not install with Recovery CD

I have exhausted attempts with Powerspec (Microcenter) to help me get my
machine working again. I am trying to reinstall WinXP after installing a
new, larger HD. I have wiped the HD clean, removed all peripherals that were
not needed, even bought another HD, and checked the memory. No luck. It
will install, but not boot. The little green balls go across the screen, but
no boot. In safe mode, it says to run setup again. Once safe mode told me
that a system file was missing.
Do I have any options with Microsoft? I have the Recovery Disk, but am
unhappy that I cannot run WinXP anymore.

By chance, is your "new, larger HD" a SATA disk rather than an IDE
disk? Your problem sounds a bit like this one:

"When I install Windows XP on an SATA hard drive and then reboot, the
setup program asks me if I want to begin the setup all over again"

After 2 months of fretting with this thing, and trying Powerspec support,
you have hit on it I'm sure. I still do not know how I will resolve this.
My BIOS is at least 4 yrs old and doesn't mention SATA or ATA. My drive is
ATA -- has normal ribbon cable. I tried booting under SCSI drive, but it did
not, although I have not tried reinstalling with that parameter in force.
BIOS also did not have any mention of RAID either. Simple solution is to buy
an IDE HD. Getting an expansion card for ATA is possible, I suppose, but
frought with problems. I am only an amateur at this. Thanks so much for
your observation! Any suggestions now would also be welcome. Thanks again,

I WOULD LIKE TO REVISE MY REPLY HERE:

I have done a little research now, and realize I don't know what I am
talking about. I was confused with SATA and ATA. I just have a IDE ATA HD.
So it looks like I am back to the drawing board. Please send more
suggestions, if possible.
