Winsock.dll

IM running win98. I receive a Error message online saying
page can not be displayed. I have already checked with
the comcast company and they did a ping test. My
winsock.dll is missing or damaged. My question is if I
can run a copy of Win98 over the one that's in my
computer now to restore the winsock.dll files. Or do I
have to unistall the whole Win 98 all together to get the
winsock.dll file.
