winocx32.exe

Winocx32.exe file was infected with Protoride worm.
Cleaned/deleted file last night. Now I can't open any
programs on my computer. When I click the icon, go
through Start/Programs, or search *.exe files, I get the
following message:
"Windows cannot find file "(null)". Make sure you typed
the name correctly, and try again. To search for a file,
click Start button, and then Search."
Sometime instead of "null" it will list the path ending
in the .exe for the file even if I've found the file
through Search.
Question 1. is this file "winocx32.exe" needed by
Windows?
Question 2. is there another file that may be missing
that is needed to open/launch all .exe files (i.e.
programs)?
I've even tried to reinstall the OS (Windows XP) and
Office but I get the same message when I try to open the
Setup file on the disk.
