WinNT Logon on W2K3?

We have 2 DC's on w2k3. We have Windows NT Clients and I thought the must
authenticate against the PDC Emulator but we have discovered that the WinNT
Clients authenticates them on any DC? Is this right?
 
Other DCs can request the PDC emulator for down-level support.
