Winndows XP Pro does not shut down

I have Windows XP Pro on a Dell Dimension XPS B866.
Recently, I have noticed that selecting the Turn Off
Computer option within the Start menu actually performs a
restart instead of a shut down. I am not able to shut
down my computer now without physically powering it off.
Any suggestions?

While your computer is rebooting hit the delete key, I
think it's the delete key if I'm not mistaken, so you can
get into the bios. In there you will find a setting that
will allow you to control how the power button behaves.
From there you will probably see that the currentsetting
is to reboot, change that to power off and you should be
okay.
