winlogin running at 99%

Strange problem that I can't get to the bottom of. I
recently removed some parasites form this Pc and cleaned
it up, scanned for hijack software and viruses all clear.
I created a system restore point then reinstalled the PC
at my customer's office. He complained about the Pc being
very slow. When I checked I found that winlogin process
was running at between 97% and 99%. If I do a system
restore back to where I set it, the problem clears and the
Pc runs fine, but it happens again soon after, perhaps
when it goes on the internet for the first time.

Has anyone got any idea what is causing this or how I can
find out whatis causing this problem?
 
Check your register: REGEDIT

My
Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre
ntVersion\Run and \RunOnce.

Might be some junk in there from hijacker. Kill junk and
any directories junk refers to. Check "Program files"
folder for junk and kill. Be carefull
