wininet.dll????

I believe I have acquired a virus. My computer locked up or froze one
morning, I restarted it, and the reboot will not complete now. The computer
goes as far as the desktop background, but then neither the icons nor the
START button for Windows come up!? I then get a message that "wininet.dll"
cannot be found, and re-instaling this feature may fix the problem. I don't
know what to do from there. Please help. Am I going to lose everything I
had on my computer?
