wininet.dll error at startup

I am getting an error message stating wininet.dll cannot be found. The
startup does not complete. It gets to the desktop background, then no start
button for windows XP and none of the icons on the desktop come up. I cannot
do anything from here!? What do I do now?
 
If you use ctrl-alt-delte and the task manager comes up go to applications
and type explore.exe, sometimes this works. If not but the task manager
comes under new task type c:\, if the window comes up so that you can access
the system32 folder, then you can open it and download the file that you
mentioned from http://www.dll-files.com, for some reason there sight is
having server problems because the page was not coming up when i tried to
find the exact link to that file. FYI, there are some virus/worms that can
affect this file, evne though you scanned the system does not mean you have a
infection. Have you tried starting your system up in safe mode to see if you
experience the same problem.
 
also can try:

'System File Checker'
* insert WinXP CD

* Start > Run > type sfc /scannow (note space between sfc /), OK

* Scan should begin verifying files are in place & not corrupted
