WindowsInstallerError1719

I am trying ti install software on my W2K server and get the following
error:

"Error 1719 The Windows Installer Serveice could not be accessed. This
can occur if you are running in Windows Safe Mode or the Windows
Installer is not correctly installed".

I am logged on as administrator, applied the latest updates, and I did
check to make sure the installer registry setting is pointing to the
folder the installer exe is in. What else can I try to do to fix this?
