Windows XP will not activate after install

Had a problem and I reinstalled XP. All went well except when it started, it
had a message (Windows Product Activation} that ask "Do you want to activate
Windows now" It does not matter if I answer Yes or No, I get no additional
message except the Welcome Screen with my name to log in. I try to log in
and I get the same Valadation message that ask if I want to active Windows
now. It goes in a loop, I try to select my User ID, but it gives the same
message. I tried to go to Safe Mode, but safe mode says I must active
Windows. Help, how do I fix it.
I tried to find a fix, but was unable to find one. I am connected to a
home network, but it still fails when I unplug the cable. Help

Safe Mode should not ask you to activate. Try Safe Mode with command prompt

regsvr32.exe regwizc.dll

regsvr32.exe licdll.dll

Safe Mode with command prompt worked OK. Did the above and both came back
with a pop-up that said dllregisterserver in regwizc.dll and licdll..dll was
succeded.
Same failure. No change

You can activate by phone if all else fails, but I think running 'SFC
/Scannow' might help.

ran "sfc /scannow" from command prompt and got message 'Windows File
Protection could not initiate a scan error code was 0x000006ba.' How do I
activate by phone? I have my phone connected, and it does not dial and I do
not know who to call to activate it manually. (Thanks for Replys)

I can only run the command in Safe mode with command prompt. It indicates
that 'the RPC server is unabailable' Does that run in Safe Mode?
