Windows XP User Accounts

In Windows XP SP2, is there a way to create a new user account that will boot
windows, and any necessary device drivers, and absolutely Nothing Else? None
of the Apps or Programs that are already installed in other user accounts on
the same PC?

What exactly is the end-goal? If you are starting absolutely nothing,
it's not clear what the point of logging on at all is. Or, do you mean
that you want explorer to start when you say you want it to boot, load
drivers, and Nothing Else? Are you planning on doing something while
sitting at the machine, or doing something remotely over a network
connection?

The end goal is to have a user account where I can test New Apps or Programs
that may require several restarts, or if it is a quirky or buggy program that
causes spontaneous restarts, I want the system to restart quickly. There are
numerous Apps, Drivers, and Processes that load at startup on my system which
I have to wait quite a bit for them to load. If I could have at least one
user account on my system that boots up JUST Windows and Drivers, (kind of
like when you just finished installing Windows, but before installing ANY
user apps), it would help with testing new programs on my system.
