Windows XP System Recovery?

I have a HP Pavilio 513n desktop computer. The computer is having problems
with very slow response. I want to eliminate several years of adding &
deletng programs. I tried to o a pc recovery( operating system & programs on
partitioned drive D ). When I start this program I get the error code:
c0000218 (( hive(file) \SystemRoot\System32\Config\SECURITY corrupt or
missing. I have the recovery cds(8) also. How do I use these.
