You heard wrong. The current plan is second half of 2007, although that's
far enough away that it could change by then.

Actually, it will come when MS announces it. It is pointless to speculate
on when (if ever) it will be released and which features (if any) it will
provide.
Dates that far from now are subject to change for any reason at all.

My statement was not idle speculation. Although they are far from announcing
an iron-clad date, they have said "SP3 for Windows XP Professional (also
Home Edition) is currently planned for 2H 2007. This date is preliminary."
