You need to figure out what is stopping Windows from shutting down
properly. It could be a program that is not closed or is closed but did
not end all of its processes when the window was removed from the
desktop. It could also be a driver that is not "releasing" when Windows
gives it the close command.

It can be a big job finding the one (or more) items that are doing this.
A good reference site to help you with this can be found here:

Before working your way through the troubleshooting guide, think about
what may be causing this problem. What was changed on the system
(software or hardware) between the time it shutdown correctly and now?

If a program was installed, does it run at startup? If yes, try
disabling that automatic startup to see if the system is able to
shutdown normally when that program isn't "always running." If drivers
have been updated, consider rolling back to the last version that worked
well for you.

If you use System Restore, you may have a restore point that pre-dates
the shutdown problem. Give it a try to see if it can solve the problem.

do you have this problem with fresh windows installed on your computer?
i think PC BOOSTER can help you.
