Windows XP shutdown doesn't turn off PC

I just installed WindowsXP Pro on an old Micron 500MHz PC. It was
previously running ME. I did a new install and reformatted the drives.
Now, when I shutdown the system, XP shutsdown but doesn't turn off the PC,
instead it tells me that is is now safe to turn off the PC. When I had ME
installed it turned off the PC for me. Is there anything I can do (update
the BIOS perhaps?) that might restore this functionality with XP?

One thing that often fixes this is to enable APM support. This is done via
Power Options in the Control Panel, find the setting on the APM tab. Being
that the PC is a slightly older model, you may also need to upgrade your
BIOS to a newer version for things to work properly with XP.

1st Open Control Panel, System, Advanced, Hardware, Device
Manager. Expand (+) the Computer category. Check whether
you have "Standard PC" or "Advanced Configuration and Power
Interface" PC.

Windows XP installs the HAL based on what BIOS reports it
is capable of doing. In most cases, BIOS tells XP to install as an
ACPI but the BIOS can't actually implement the control features
properly. (This is why you update your BIOS before making the
upgrade from 9X/ME to Windows XP.

If it installed as ACPI, then APM (Advanced Power Management)
did not get enabled as it is designed for the "Standard PC" Hal.
Go to Power Options in Control Panel. If an APM Tab appears
click on it and check the box "Enable APM support".
That should enable the PC to power itself off. However, in some
cases the APM driver will not get installed. If that is the case it is
more complicated process and you'll need to read up on resolving
Power control problems.

I will wait for others to address this issue but, in the meantime, try this:
A. Start/Run/type "cmd" (less quotes) in the box and click "OK".
B. In the subsequent window (Command Prompt), type "shutdown -f -s" (be sure
there are spaces between "shutdown" and "-f" and between "-f and -s") and
then press the Keyboard Enter key.
This is another way of shutting down. See if it works until you solve the
other problem.

Control Panel> Power Options. Systems with newer power management will show
a Hibernate tab here. Older systems may have an APM tab. If found, check
box to enable APM features (including auto-shutdown).

If no APM tab, take a look in Device Manager. Under View, select to show
hidden devices. Look under System for NT Legacy APM. If present, enable it.
