Windows XP setup restarts at completion never goes to install

I recently built a computer and used a old hard drive that I reformatted.
Using an XP Home Edition reintallation CD, which i have successfully used
before on a clean harddrive. When I run it it, the setup runs and gets to a
point where it says setup successful, and then the cumputer must reboot in 15
seconds without an error message. Once rebooting it runs through the entire
setup process again until it restarts at the same point. I am confused and
have tried to us boot diskd, install 98 SE, but nothing seems to work. Could
it be a probably with my BIOS jumper or soemthing werid?

I was having the same problem with my computer, except everything was new.
After calling tech support, I was able to get it to work. Basically, after
the setup program runs once, repeat it, except do not delete the previous
partition, but do reformat it. Then let it do its thing and it should boot
to the desktop on the second go around. I tried to get the guy to explain
why, but he never did. Other than that, I don't know what you can do. Good
