Windows XP - Service Pack Performance

As soon as I downloded and installed the Service Pack for
Windows XP, performance degraded by a substantial
margin. For example, loading often Microsoft Outlook
takes in excess of two minutes -- and before it took
around 30 seconds.

Where can I get detailed information on how to tune my
Widows for better performance?

What functions can I "turn-off" to increase performance
without SERIOUSLY downgrading security?

Should I "un-install" the Service Pack?
