Windows XP screen size

I have a windows screen thatt is small and centered on the display area. The
rest of the area, about 3" all the way around the screen surface is black. i
have tried reseting my properties but that does not work.

You need to use the controls on your monitor to expand the visible area.

I've tried hittting every function key, but none of the funtions sseem to be
working. I have a dell latitude laptop.

On the monitor itself there should be a panel to pull down or on the
rear of the monitor/display there should be control buttons or knobs.
